Think boot floppy.

You can install Windows to any partition you want in the machine, it's just
that the Win Setup generally forces it to the first/primary location.

Jeremy,

SBS4.5 was limiting in that respect because the installation SIF file,
winnt.sif on the floppy installation diskette #2 asked that it be installed
on disk0, and the first partition. SBS 2000 follows the installation
flexibility of all Windows 2000 operating systems. You can select to
install it on any primary partition of your choosing.
