We have one user who can't send email to a single domain when others can the
error they get is this:

5.7.1 The server sending your mail [xx.xxx.xxx.xx] does not have a reverse
DNS entry. Connection Rejected. Please contact your Dial-Up/DSL/Network ISP
Provider. Default Reject! mailbox table (in reply to RCPT TO command)>

As I said, others can send to the address in question.
I've seen some MS articles on this article and it doesn't seem to apply.

Has any one seen this issue?

who is your SMTP? Your ISP? Nowadays you need to have a revers DNS for
SMTP for MANY domains to accept emails.

Mark,
Thanks for your reply. As stated below all except one can send to the domain
in question so we believe the issue isn't with our ISP. We currently dump
all SMTP to DNS. You are correct in that many ISP have adapted the policy
you've stated. From what we can gather the error is not from the recipient
server.

Can you tell me how to set up a Reverse DNS entry?

You need to ask your ISP to create the proper PTR records for your IP
address... you need a static IP for that.
