Short of using SMS, I don't know anyway to monitor this
Pretty much XP users must be members of the local administrator's group in
an SBS domain. You can remove them from that group after joining them to
the domain and installed SBS apps, but then they can't install anything.
So long as they are members of the local admin they can install whatever
they want on the machine.
Optimally, you publish a policy in the company that says no software may be
installed by users without the Admin approval in writing. You could add an
appendix that the following may be installed without permission: ie Acrobat
Reader, Winzip, etc.
Then if your concerned, you routinely audit random machines for violations
and match software installed to whats approved in their file and if they are
in violation, you take disciplinary action.
