It looks like the patches to accommodate the new daylight savings time
change dates are either $4,000 or manual for SBS 2000 and components (per
KBs 914387, and 930879 or 931667). Are there better ways to do this?

Upgrade to SBS 2003 and gain all the additional security and features it
includes-much less than $4000.

There is an OS update to Windows 2000 but as you found out the Exchange 2000
update will cost you. I have basically told my clients to adjust there
appointments between march 11th and april 1st regarding Exchange. This has
worked without any complaints.

If a client simply turns off the automatically adjust for daylight savings
switch and manually switches their time on all workstations and servers....
wouldn't that fix all problems and oddities?

My thoughts exactly! Why can't I just remove the check for adjust for
daylight savings time on my SBS 2000 box, and then manually change the
time? The network clock will update all workstations anyway. So what's
the big deal? Do I need to spend 4000 on a patch to do that?

You won't get SBS 2003 anymore, instead you'll get SBS R2.
If you get Software assurance at the same time you'll get the next release
of SBS - Cougar.
