When attempting to download (via FTP) a file from a website using IE (on a
client that does not have the firewall client installed) the following
things happen:

1) Doesn't work: Click the link (such as
ftp://ftp.mysite.com/myfolder/mysubfolder/myfile.zip) from a web page
results in a page that says:
ISA Server: extended error message :
200 Type set to I.
200 PORT Command successful.
550 Permission denied.

2) Doesn't work: Right-click>Save Target As... results in a message box that
says:
Internet Explorer cannot download myfile.zip from ftp.mysite.com.
Internet Explorer was not able to open this Internet site. The requested
site is either unavailable or cannot be found. Please try again later.

3) Works: Typing ftp://ftp.mysite.com/myfolder/mysubfolder into the address
bar will display myfile.zip which can then be double-clicked or
right-click>Copy To Folder...

Any ideas?

It may be an issue with the ftp site. I just tried it on a machine outside
of ISA and numbers 1) and 2) still do not work.

It was a problem at the ISP that hosts the FTP site.
