I have a client that is moving from peer to peer to server based network.
He has some Windows XP home machines and just wants file sharing and backup.
Can Small Business Server be set up as a workgroup server instead of a
domain controller so the XP home computers could access it?

No... SBS must be set as a DC.

While I would recommend to go XP Pro in all machines... you can still access
SBS resources with an XP Home computer and if you use the same
password/username combination for the user account on the domain and in the
local computer then you won't be asked for password again and again.

Home machines cannot join a domain. SBS must be the domain controller.

Make life easy and upgrade those to Pro

If all your client wants is FILE SHARING and BACKUP, then SBS is overkill.
Just get Windows 2003 server and you can set it up as a Domain Controller
with Active Directory or just a plain vanilla server (workgroup server). How
many workstations are we talking about here, because you might have other
options?

You can buy SBS2k3Std for $399 OEM in Dell (vs. $799 Win2k3Std).... if you
have only a couple of XP Home workstations is still cheaper if you upgrade
them to XP Pro

and I don't think is overkill... especially the Std version :-)

Well you make an excellent point, I just checked Dell's site and that is a
heck of buy and it isn't overkill like you said when you consider price
alone. It is overkill if you are just going to use it for file sharing when
you consider features not being used but heck at that price, it is a
no-brainer. How can MS sell SBS2K3 for that price and charge twice for plain
vanilla W2K3? They must really, really want the small business market and
willing to sell it at a loss to get it. And we benefit. :-)
