Is there a way to hide the settings on the "Start", so a user cannot access
the control panel, etc.?

If you have all Win2k and XP workstation you can implement this as a domain
GPO:

HOW TO: How to Hide Selected Control Panel Tools in Windows 2000
http://support.microsoft.com/default.aspx?scid=kb;en-us;261241&Product=win2000

You will find that with GPOs you can block pretty much everything. I
strongly suggest you create different OUs to manage this policies and not
use the defaul domain policy.

I HAVE SOME (5) STANDALONE NOTEPADS, THAT I WANT TO ELIMINATE THE CONTROL
PANEL IN. HOW DO I DO THAT?

Assuming that notepad = notebook (I'm not familiar with the previous one)
and you are running XP or 2000 in them:

Just follow the steps outlined in the KB article I just mentioned... but
apply them on the local machine, instead of the domain. The instructions are
there.

Are you part of a domain. If so make a policy from the
server using poledit. You can then apply this to a user or
a group of users.

If it is a individual pc, you may wish to try and download
some pocily/lockdown tools.
