SBS 4.5 and 2000 CALs are tied to the MAC address of the local network card
in your old SBS. If you change the local NIC (either by installing a new
one in the original server or moving to a new server), you need call MS to
get a code to unlock the CAL floppy disks. This is free.
From KB 236867
"...Another common problem occurs when there is an attempt to reuse a Client
Add Pack on a different server. If you perform this action, you are prompted
to enter a password. Contact Microsoft Technical Support at (800) 936-4900
to obtain the password..."

Assuming the original LAN NIC was not integrated into the motherboard, if
you install the original LAN NIC in the new server and select it as the LAN
NIC for the new server, you should be able to reapply the CAL pack(s)
without the need for an unlock code. You would only need to insert the CAL
floppy that was applied last and all your CALS should be restored.
