We have recently reinstalled our sbs server. After installing new mail
boxes, we were not able to recover pervious mail. But in the client we have
the ost files. How can we connect the ost file to outlook and recover the
data

If you have not changed the user or mail profiles, you should be able to
recover the messages from the OSTs.

Start Outlook offline - you probably have to disable the NIC or unplug to
get Outlook to start offline, which will make the OST data available.

Create a PST file - depending on your version of Outlook, it's probably
something like File -> New -> Outlook data file.

Drag-and-drop or otherwise copy and paste the messages from the OST into the
PST.

Once you're sure you've got everything into the PST, you can connect to the
new mailbox and move everything back over with File -> Import and export.
I'd recommend closing the PST in the Outlook Folder List (r-click menu),
then getting rid of it, so the user doesn't end up putting items in there by
mistake.
