If i were you, i would first find out, or at least get a good idea where the
problems are coming from. If it is an software issue, reinstalling is a good
option. But if your problems are hardware related, reinstalling won't help
you. Problems are then likely to reoccure.
If you choose to install from scratch, well just put in the first install cd
en boot your server, cd boot will probably startup and you can choose to
delete all existing partitions. Make sure you have a good backup of all data
en exmerge all existing mailboxes to pst files (don't forget to export your
public folders too). Note all settings, usernames, logonscripts, etc. etc.
Then format, install SBS and recreate all users manually, put backup all
data and exmerge the pst files back to exchange.
