I'm rebuilding a clients SBS 2003 Premium server this week which is pre SP1.
I do not have the SP1 cd which includes ISA 2004. Could I use my Action Pack
CD's, with the clients Product Key of course, to install SBS 2003 SP1 and
ISA 2004?

I can't find anything that says no!

I have heard that in Australia you can't. This is so that Microsoft
knows who has ISA 2004 installed and who to send out controlled alerts
to if there is an issue or upgrade for the product.

I am unsure for the rest of the world. Apperently MSDN and Action Pack
disks are not meant to be installed at a clients site. I don't think the
software is actually different in anyway, it is more of a policy.

Best policy is to email the licencing group for microsoft in your
country.

Thanks for posting here.

I recommend that you may refer to the following steps to rebuilding the
server:
1. Order a SBS 2003 SP1 CD which contains ISA Server 2004.
2. Install SBS 2003 with the retail CD.
3. Download and install SBS 2003 SP1 (which doesn't contain ISA Server
2004).
4. Install ISA Server 2004 when you get the SP1 CD.

Note: ISA Server 2004 is only contained in the SBS 2003 SP1 Premium
Technologies CD.

To install ISA Server 2004, you must use the Windows Small Business Server
2003 Premium Technologies CD.
