Hi Mike,
The only method I can think that may work to be able to access the site is
to try the steps in this article for OWA - and in place of port 81 you can
specify the port you want to publish the Admin web site on.... You do not
need to specify a new HTTP virtual server in Exchange but try to create the
Protocol Definition and the server publishing rule.

This will mean your server is open on that specified port - the security
risk is the same as having port 25 or 110 open for mail. If someone wants
to use that port to access your computer they may be able to.
At better option would be to use terminal services to connect to the server
as Administrator and then access the Administration web site locally. That
was you are only opening up the TS port 3389 and you have full access to
the server. The only thing to ensure at that point is that you have a
strong password on the administrator account.
