I am running a sbs2k server with ~15 users connecting. I also have a win2k3
server that I am setting up as a application mode terminal server. I don't
know where to install the Terminal Server Licensing component - should it be
on the sbs server or on the win2k3 server?

Microsoft says in

that, "Make sure the Terminal Services Licensing Services is enabled on the
Small Business Server 2000 and that all necessary license tokens are
installed," and that," [on the ts server]Select Terminal Services. Do not
select Terminal Services Licensing (this will run on the Small Business
Server 2000)." _However_ this was written for a setup with a sbs2k server
and an older win2k server (not a win2k3 server).

What am I to do?

It should be on the 2003 Terminal Server as 2003 TS Servers only talk to
2003 TS Licensing Servers. You do no that this will require you to purchase
15 TS2003 CALs, either User or Device? Now the other question is, do you
also have 15 Windows 2003 CAL's as the SBS 2000 CAL does not include this.

Correct me if I am wrong but...
I don't think I need to purchase the 15 w2k3 cals.. the sbs2k cals also
are good for the 2k3 server as well:

"The license agreement for the SBS 2000 client access license pack says,
"This CAL also authorizes you to access and use the services and
functionality of a Microsoft Windows 2000 Server that is in the same domain
as the Server Software." Although it is not specifically stated, you are
also allowed to access any computers that are running Windows Server 2003 in
the same domain as the SBS computer. The reference to Windows Server 2003
was not included in the license agreement because Windows Server 2003 was
not a released product at the time. There are no plans to update the text of
the license agreement."

I do have the ts2k3 cals.. so that is good.

And _thank you_ for the information on installing the licensing server

Yes, the SBS CAL covers access to additional servers in the domain, however
SBS CALs have never included TS CALs. (ie. you can access files, printers,
etc... on the TS using your SBS CAL but you are not licensed to run a
Terminal Session.)

TS CALs must be purchased seperately and added to a TS Licensing Server.
Circa 2000 there was no real preference where the TS Licensing Server
resided. Also, some client OS's included a TS 2000 CAL as part of the OS
License.

I've not explored the possibilities for the location of a TS Licensing
Server when the only DC is 2000 but access to a 2003 TS is required. Or I
should say 'I've not explored it beyond the fact that it gets complicated'.

I HATE licensing, but you must seperate the individual components. Client OS
licenses are one thing (the right to run Windows 2000 Professional or
Windows XP Pro/Home as an OS), Server licenses are another (the right to run
a server OS, Windows Server 2000 or 2003), another is Client Access Licenses
(CAL's) for either Windows Server or Windows Server Applications (eg, your
SBS CAL, which is special, includes the right to access Windows Server file
and print services, Exchange Server, and SQL Server, and some other stuff.
Non-SBS environments need to purchase these 'Server Access' and 'Server
Application Access' licenses as seperate items).

I left TS CALs till last, 'coz TS CALs are not included in SBS CALs, and
depending on certain factors you may or may not need to purchase them, and
the control of your licenses may best be implemented by one (2000) or
another (2003) TS Licensing Server.

It's basically a 'can of worms'.

Excuse me, John, but I've always have been told to install the licensing
services on the SBS box. That's what I do, and it works fine. There is a
Microsoft document available on setting up a TS in an SBS2003 environment.

With TS 2003 you can now install Licensing Server on the TS Server itself.
You no longer need to install on a DC. I have done it this was for many
customers with no issue.
