I currently have a sbs2k server and plan to purchase a new one w/ sbs2k3
installed. I would like to not have to purchase all new CALs for the new
server, so would I just have to get sbs2k3 upgrade CALs to be able to use
them on the new server?

Todd, please consider buying the server without an OS. You can get a boxed
copy of SBS version upgrade (SBS 2000 to SBS 2003 Premium) for $600 list
price. You'll pay an OEM vendor the same price for Standard, and more for
Premium, so the upgrade SKU is a better deal for you. Also, the OEM copy
will be tied to the hardware you buy it on, a restriction you won't have
with the boxed version.

I can't imagine there's much difference between the install process for a
clean install versus OEM - in either case, SBS is generally a very simple
install either way.
