Yes.
The reason behind this is that the license discovery process querys domain
controllers for TS licenses. If you don't install it on a DC, then you need
to do some reghacks on the TS box... and that's why you should install the
LS on a DC. But, your users will be able to login on the TS without issues
(provided that you grant them access).
