I exported a contact list from a local copy of Outlook and
now I want to import that same list into the public
folders of Exchange. When I try, I receive an error
message about can't import into the root of the public
folders. I'm not in the root. I can see the folder I want
from the client machine in Outlook so I know it has the
correct perms. How can I import into a public folder in
Exchange. What file format do I need. I exported a .pst
from Outlook

When you run the import, there's an option to import into the same folder in
Public Folders, or into the current folder. Importing into the same folder
would be creating a top-level folder, which seems to be the error you're
getting. If that's the case, you need to view the new folder, then select
to import into the current folder. Otherwise, the only thing I can think of
is to double-check that you have write access to the folder you're importing
into.

If you're not attached to importing the contacts directly into public
folders, you could open the pst file into a mailbox via the Outlook client
(file>>open>>datafile) and then select the contact and do a copy to folder
to get them into the public folder. (or drag and drop).

And how would I check the write perms on the folder or how
can I be sure I have the correct permissions for anyone to
use that public folder

In Outlook, bring up the Folder List (View menu). R-click on the folder and
click Properties | Permissions. If you can't see the permissions tab, that
means that someone else is the folder owner. Either have that person make
you an owner (there can be more than one), or make yourself an owner in ESM.
You should be able to see who the owner is in the properties, even if you
can't change permissions.

One good trick with public folder permissions is to figure out the minimum
you want everyone in your office to have, and set that value for "default."
That way, unless you want a new user to have higher permissions than the
default, you don't have to do anything - they'll automatically have the
default access.
