My server was used as an open relay. My tech. said he fixed the problem of
the open relay. Problem is we still be hundreds of junk e-mail messages &
hundreds of files in the "badmail" folders each day. Is there a way to fix
this problem? Will it help if i change my domain name to point to a
different static ip address? or not?

I'm getting some doubts about your 'tech'. First of all, SBS is not open for
relay if everything is setup default. Have a look at article 324958 How to:
block open smtp relaying and clean up exchange server smtp queues,
http://support.microsoft.com/?id=324958.
Changing your domainname is not the solution, even if you could change that.
The files in the badmail directory can be deleted savely. You rather have a
look at your queues.

Actually, SBS 2000 does get set to relay occasionally -
even with default setting - Ive seen this too many times
and Microsoft is too evasive to explain.
It is rare but it DOES happen - perhaps they fixed it in
future service editions but I know it can happen.

I clear the checkmark for allow all computers that successfully
authenticate to relay. You only need this if you allow outside users
to use your Exchange as a mail sender. That is what their isp mail
account is for.

Some people setup a batch file to empty the files in the bad mail
folder once a day. You can read the files to see that the folder fills
up with mail that cannot be delivered to any of your users. That is
what you want. In Exchange 2003 you can turn off that NDR but I do not
know if you can in Exchange 2000.
