Some thoughts...
I assume you are not at the 16 GB limit of Exchange 2000, rather you're at
the limit of your hard drive capacity. I also assume this is SBS 2000.
First, see if have space available on another drive or parition, move
"pagefile.sys" from the C: drive to the other drive or partition:

In addition, you can move the Exchange databases to a different drive or
partition. The Exchange databases accumulate "white space" which can only
be removed (i.e., reduce the size of the databases) by an offline
defragmentation process. However, for that you'll need at least 110% of the
size of the public and private databases (i.e., 110% of the combined size of
both the .stm and .edu for each datbase).

Another place to look is "Deleted Item Retention" in Exchange. If you have
this turned on, when you empty the Deleted Items folder in Outlook, the
items are not deleted until the retention period has been reached and
(usually) the Exchange database(s) have undergone a subsequent online
backup. So, you may be able to reduce the size of the databases by taking
the Deleted Item Retention period to -0-, emptying all Deleted Item Folders
in each Outlook profile, and then running an online backup of the Exchange
Information Store.
