Bill,
Making sure the Org and Site are the same as the previous Exchange install,
and that the Exchange service pack is the same,
try stopping the MSExchangeIS, then renaming MDBDATA to MDBDATAOLD, then by
making a new empty MDBDATA in its place,
import the 4 database files.
Consider the following article for further details on bringing in an
offline copy of files.
