Is it possible to add a new domain user account on a remote XP Pro computer.
The DC is an SBS 2000 server. The PC is at a remote office that is NOT
bridged or VPN'd to the main office. So, the PC is not able to authenticate
with DC.

Existing domain users can connect. My problem is I want to create a new
domain user. How do I do that when the PC can't find the DC at login?

The DC server has a Cisco VPN host. The PC has a Cisco VPN Client on it.
However, when I setup the VPN Client option to run VPN first at login, it
won't do this.

So, there lies my problem. How can I add the domain user without having a
network connection/bridge to the DC?

I don't know that you'll be able to do this....the VPN client is only going
to make the connection when someone's logged in, and you can't log in as a
new user without logging out as the old one who had the tunnel established.

Put a DC in that office and set up a site link VPN - that's what I'd do, if
this is an office with more than one user/computer.
