If you're talking about a Dell server, you need to upgrade your Open Manage
software to the current version. This was a known issue with certain
versions of Dell Open Manage Server Administrator. I'm not sure Dell ever
acknowledged it, but it was a well known issue related to an Intel dll.

What is Open Manage that caused the problem, or just the SNMP service?

It's the Intel NIC SNMP agent dll file (I can't remember the exact name).
In the process of Dell telling me that I was crazy and/or this was a
Microsoft problem, I tried upgrading a couple of different Intel snmp and
NIC-related apps separately without success. It was only when I upgraded
the whole Open Manage Server Administrator app that the offending dll got
replaced and the problem went away.

Other than the 130-mb download and the reboot, upgrading Open Manage Server
Administrator is a breeze -there's an "express upgrade" option that keeps
all your existing settings. (Unless you need to upgrade firmware too - if
you do, upgrade the firmware using your existing open manage first).
