When I make a VPN connection to a newly build SBS, I do not get an IPaddress
within the servers range

the Internal Adapter is: 192.168.16.4
The External adapter is: xx.xx.xx.118
The Routers gateway address is: xx.xx.xx.113

Internet from within the Lan works
Ping from within the Lan to outside works.

A VPN client get's an IP Address like: 169.254 x. x.

Help would be greatly appriciated

It sounds like your RRAS server on SBS is set to use DHCP, but either the
DHCP server service is not running or there is not a scope defined/activated
that the RRAS service can get an IP address from..

To verify the DHCP server service is running go to
Start/Programs/Administrative Tools/Services and verify that the DHCP Server
services is running and set to Automatic.

To verify that is has a Scope go to Start/Programs/Administrative Tools/DHCP
expand out the server name you should have a scope listed underneath for
192.168.16.0

To check RRAS.. go to Start/Programs/Administrative Tools/Routing and Remote
Access.. right click on the servername and select Properties.. then select
the IP tab. You could also set a static pool if so desired.

The clients aren't finding a dhcp server. See the thread Setting up VPN by
Shared Care started a few minutes ago for some links on server
configuration.
