Can I add a Win2003 standard edition server as a BDC to my exisiting network?
My existing network has a PDC running SBS 2000.

Yes, you can add a Windows 2003 Server to your network but to add it as a DC
you will have to ADPREP the domain to Windows 2003. This can cause some
issues with Exhange 2000 if you are not prepared. See,
http://support.microsoft.com/default.aspx/kb/314649? I would strongly
suggest staying away from adding Windows 2003 DC to your network until you
have actually upgraded to SBS 2003.

I am not running Exchange on the sbs2000. Acutally I am not running any
additional services other than what is needed for the Operating system. I
have all those services turned off. Will that make a difference.

Yes, I you can most certainly upgrade the domain to Windows 2003 AD with
ADPREP but my question is why? If you have good backups and run them daily
then any restoration of your AD can be done fairly quickly. The only reason
I can think of adding the additional DC is if you have multiple sites or you
planning to move your SBS 2000 domain to 2003 on new hardware. Is this the
case?
