I bought a new server with SBS 2000. I have the new system all set up, but
I don't know how to migrate users from my Windows NT 4.0 server (different
domain) to the new server. SBS 2000 won't let me set up a trust. When I
create new users in SBS 2000, I lose all of their profile information from
Windows NT 4.0. I'd rather not lose all my groups and user data!

After migrating I'd like to use the old server as a BDC.

You can't setup a trust with SBS. The only way to keep your userinformation
is to reinstall.
You'll have to install the new server with NT4 and set it up as a BDC to
your NT4-server.
After that promote it to PDC and disconnect. Upgrade to W2000 with the SBS
CD. After that install SBS.
A lot of other things you need to do as well, but we can tell you if you're
interested.

Thanks for the information, unfortunately it's not good news. Would it be
easier to give up on SBS and go to 2003 standard server? If not, do you
have any other pointers?

But you already bought the SBS, didn't you? It has Exchange, SQL and ISA
coming with it.
