This is a two step process. First, r-click the public folder in the Outlook
Folder List and click Properties. On the Outlook Address Book tab, click
the box to show the folder as an e-mail address book. Then in Outlook click
Tools -> Address Book. In the address book window, click Tools -> Options.
Select the public contacts folder under "Show this address list first." In
the "When sending mail..." box, I recommend putting the GAL first and the
public folder second.
You'll probably have to restart Outlook to get the public folder to show
first.
