The docs for Small Business Server 2003 show 75 as the max users. Is this a firm limit on devices or connections...or does this have more to do with performance? Can you buy more than 75 licenses?

You can not go beyond 75, that is the hard-coded limit. This is a big
increase considering SBS has always had a 50 limit.

SBS2003 has a new licensing model.
-- Per User or per Device

While you can only apply a Max of 75 CALs, if you applied say 50 of
those
to Devices ( Workstations in a Call Centre ) You could have 150 Users,
in
3 shifts, log onto them.

Similarly 10 users each with a Workstation, Laptop, PDA and WAP would
only consume 10 licenses instead of 40 if the CALS were applied
"per-User".

The New model is more flexible and allows more Devices/Users than the
CALs alone depending on how you assign them.

Do you specify the license model when you enter the info? Can you change it
at anytime from Device to User, for example?

According to the documentation I've seen - you're allowed a switch from one
method to another only once, unless you are an SA customer, in which case
you can switch however often you like. As usual, the jury is still out on
some of the uglier questions - eg, I've heard people talk that we can mix &
match our CALs, so we can assign so many as User CALs and so many as Device
CALs, but I'm not sure if this is per individual CAL, or per CAL Add-packs
(in which case purchasing 5 CAL packs instead of 20 could be beneficial) In
the end, the technology isn't there to enforce the User / Device licensing
model. Similar to SBS2k, you'll only run into a problem when you have more
concurrent connections than installed CALs . . .

I just want to comment on that...

Apparently if you are an SA customer you can only change each time you renew
your contract. But, the SBS' website licensing section is the worse thing I
have seen written in my whole life... as Chad pointed out there are many
things that are unclear at this point (and if you read the website it will
start to get more and more confusing).

Q. Will I be allowed to switch between device CALs and user CALs?
A. If your Windows Small Business Server 2003 CALs are covered under
Software Assurance (SA), you can convert those Windows Small Business Server
2003 CALs from device CALs to user CALs, or vice versa, when you renew your
SA contract. If your Windows Small Business Server 2003 CALs are not covered
under SA, your choice is permanent.

IMO-> Licensing is the worst part of Microsoft stuff :-)
