I want to enable a user to access another User's mailbox.

How do I do this please?

Ultimately, I would like to configure Outlook2002 to
prompt the user which mailbox to use on startup - theirs
or the person that she will access.

Add the user to the mailbox rights in Active Directory Users and Computers.
Create for each user a new Outlook profile on the workstation.
