Keri,
Do you by any chance run any version of APC Powerchute software?
Sometimes what happens is if you update your version of JRE, APC starts
crapping out so what you might want to do is disable APC services using
regedit.exe (setting them to run type 3 should be enough, that'll make
them manual), reboot the box and try the operation again.
I ran into similar issues and always found that APC was the culprit
whenever it was installed. If you don't have APC running, try going
through your services and disable what you think is safe and see what
happens.
In reality, the reason for this is because your service database gets
locked by a misbehaving service and until you root it out you won't be
able to do anytyhing.
