When viewing properties of a service the following error occurs :

Configuration Manager: The specified device instance handle does not
correspond to a present device.

The services in question are :

Seagate Page Server and
Seagate Web Component Server

These are part of the Seagate Crystal Reports 8.0 installation.
The Seagate Web Services run on IIS which is also installed.

The services "Path to executable" are the folowing :

C:\Program Files\Seagate Software\WCS\pageserver.exe -service -cache
C:\Program Files\Seagate Software\WCS\WebCompServer.exe -service

and they are in fact correct.
Where is the problem ?
How can I trouble shoot this problem ?

Are you running this on the server?
Have you contacted the Seagate website? I think Crystal Reports is at
version 9.

Yes,

I am running it on the same server. I am aware the latest version of
Seagate Crystal Reports is in fact 9, but this is not the question I am
concerned with. I need to make it work with version 8.

That's why I suggested you should have a look at their website. There might

can not find anything relating to this particular problem
