I have a customer who has been told that they need to go
to SBS 2000. They have an application that needs SQL
Server and they only have 20 users. My question regarding
Terminal Services is can they buy the TS CALs and operate
in the application mode for 5 remote users.

Also, there is a possiblility that they will need to setup
a separate IIS server. Can SBS have two servers in the
same AD?

Microsoft does not recommend running SBS 2000 in Application Sharing mode.

The recommended configuration is to install a separate Windows 2000 server
running Terminal Services in Application Sharing Mode.

You may have multiple servers and even multiple DC's in an SBS environment.
However, the SBS server must retain all Active Directory FSMO roles.
