I've upgraded SBS 2000 to 2003, yes. I don't use ISA
either on this particular machine, but do have Premium
version (I believe the price for SBS 2003 Standard is
very close to Premium Upgrade anyway, so why not go that
route, and just don't install ISA or SQL?).
Look for the doc on the MS site on upgrading from SBS
2000, and follow it to a tee (Requirements, steps to take
before-hand, disable 3rd party apps, everything). Also,
I don't think it's noted there, but you have to remove
the Windows 2000 Admin tools before upgrading (Maybe that
is listed as a step, can't remember now and don't have
the doc in front of me). Not sure, but i guess I would
remove ISA first, make sure everything works (Exchange,
vpn, etc.), THEN start the upgrade process.
