Our SBS server dials out within 1 minute of closing down the modem
connection and remains open.

This happens even though no workstations are connected and though there are
no known programmes making this request.

SMTP mail is set to dial up only on a request from the workstation.

Only ports 80, 110 and 25 are open.

I would be very grateful for any suggestions as to how this situation could
be tracked down and corrected.

Check the nic-setup. Does DNS point to your server-IP? How many nics do you
have in the server?
If you pull out the plug of the modem, something will turn up in the
eventlogs, which will make it easier to find the cause of this problem.
