We have a Small Business server 2000 with exchange 2000 and ISA firewall
running on it. For some reason, it's being used as a spam relay. I went
through the process of making sure that the exchange server is not being
used as a relay. I tested it by telneting into port 25 and trying to send
mail. It did not relay.

I cleaned out all the spam that was in the queue and in the BadMail folder.
After I did that I say nothing in the queue for about 30 minutes but when I
went back to check it again, there were ton's of spam trying to mail out.
Any ideas on why this could be happening. How else can the system be used
to send spam and how can I block it? I did a virus sweep on our network but
found no viruses. What are my options?

No, they are not NDR's. They are a couple hundred MB's of messages being
sent. I can see the messages and it IS spam.
