You might try reinstalling the Small Business Server 2000 Console...

If that doesn't work, I'd be inclined to flatten and reinstall the server
(checking to make sure the console works properly after reinstall and
without doing anything else to the server). You may have a problem with
Exchange...

...but reinstalling II and Exchange may be more of an adventure (or
frustration) than just reinstalling from scratch.
And make sure the network setup is correct...
