Hi,
Can someone point me in the direction as to how i can allow a users PC on
SBS2000 so that a New software can access via port 1352 and ip address
194.196.143.ect, i cant even ping to this address from anywhere on the
network.

Assuming this is internal software trying to go out to the internet, you
need to create a Protocol Definition in ISA with the specific port
settings for the application. Then make sure that there's a Protocol Rule
that applies to either the new Protocol Definition or "All Protocols".
