I'm getting messages stating that the Group Security Policy has been

It's not normal to see that refresh every 5 minutes. This sounds like a
replication error.

Have you checked the other event logs to see if you are reporting any
errors, particularly related to either the File Replication Service or the
Directory Services?

From the Application Log:

Source: SceCli, Category: None, Event ID: 1704
"Security Policy in the Group policy objects are applied successfully"

It repeats exactly 5 mins apart.

There are no errors reported in the File Replication Service.

Checking eventID (thanks Susan and I've now subscribed to this!!) tells me
that this is a default setting. I used Q277543 to resolve this one.

I'm wondering if this is partly responsible for my really slow network?
