We are having SMTP outgoing email problems as our ISP is
on a Blackhole list with RBL or www.mail-abuse.org.

People have said that we need to run our own mailserver.
We have a static IP from our ISP...question is: how do we
deploy a mail server??

Please help.

That will not solve your problem. Most of the times you'll get a static IP
address that is in het network range of the ISP and thus blocked.

To run your own mail server your ISP must point MX records to your static IP
address. Then you run the ICW and choose SMTP for your mail and answer the
questions in the ICW.
