I posted this morning with no response so I thought maybe I wasn't clear.
My question is this: When I change the pool of ip addresses handed out by
Routing and Remote Access isn't all I need to do is restart Routing and
Remote Access to have the new pool of addresses take effect?

Is the pool of IP addresses issued by DHCP or RAS? If you
are using DHCP you need to restart the DHCP Server also.
Additionally, you may need to open a command prompt and
enter the IPCONFIG /FLUSHDNS command.
