One of my sites has several public folders for contacts, etc., and right now
everyone has access to read/write/add/delete to these folders. They now are
asking me to restrict the ability to update these folders (and create new
folders) to only a few users, with the rest having read access only.

I went to Properties on of the public folders and went to Client
Permissions, expecting to find a way to assigna security group as
'Publishing Editor', for example. But it appears I am limited to doing this
on a suer by user basis.

Is there a recommended way for making permission changes to public folders?
Also, if I wish to restrict the ability to creating new public folders to
certain people, how do I do that.

All of this is because on more than one occasion, someone in trying to
doublic click on one of the public contact folders, accidentally clicked
dragged the folder, ending up with a copy of that folder underneath another
folder. Now we're in a process of cleaning everything up, as some people
added new contacts to the copied contact folder instead of the good contact
folder.
