Yes, there is a group policy option to remove shutdown as well as one to add
logoff. Take a look at the Group Policy section on Desktop Settings as well
as in the Computer Configuration under Terminal Services for related
options. The only trick there is the idea that you can still use the
Security option in the Start Menu | Settings to perform an actual shutdown
when desired.
