Hi Jeff -
In order to create a Contacts public folder, you need to create the public
folder in Outlook - not in ESM. When you create the new public folder in
Outlook, you can specify that it is going to contain contact items. You can
also modify the permissions on that folder in Outlook to ensure that your
users have the necessary permissions to view / add contacts.
