I was pretty sure there is a profile setting for forcing complex passwords
with the users but I can't locate it. Can someone point me in the right
direction on SBS 2000?

I go in to the group policy and make changes. In SBS 2003 they do
things a bit safer and make new group policies for about 5 things. The
joy of that is if you screw up somehow you just delete the gp you made
incorrectly instead of having to dig around in the only one.

I looked at my SBS2003 to see the path. I did start/run gpedit.msc.
The Computer Config/Windows Settings/ Security Settings/Account
Policies/Password Policy
