Does anyone have the microsoft product number for SBS 2000. The government
enitiy has not approved of SBS 2003 so I'm left with tracking the product
number to see if one of my vendors carry it?

Remember that you can always buy SBS 2003 Premium and use the downgrade
rights to install SBS2k.

In any event, for the retail version of SBS2k the sku is E75-00008.

Downgrade rights are only available with Volume Licence purchases.

Not necesarily. There are many products (like Windows Server 2003) that have
Dowgrade Rights no matter what kind of license it is. Check out the 2nd
QA...

Additionaly, the SBS has a similar provision on the EULA (7b) which is not
"channel specific". Moreover, I have been told by MS licensing that this is
the case with SBS (of course, this doens't mean anything since they change
they answers every other day). :-)

Generally, downgrade rights have only been available to Volume
purchasers. WS2003 is the first time I've seen MS give downgrade rights
on retail product.

For example:

(from http://www.microsoft.com/office/previous/xp/faq.asp)

"Q. How do I acquire Office XP and other previous versions of Office?
A. Previous versions of Office are no longer available at retail for
individual purchases. The process of obtaining a previous version of a
Microsoft product is called "downgrading." Downgrade rights apply to
volume license customers only. Learn how to downgrade to a previous
version of Office."

And for the general case:

which basically says "unless your EULA allows downgrades, you have to
ask us for permission".
