I have a user who wants the default contacts list to be a public contacts
when connecting via OWA. Currently his email addresses are only being
checked against his mailbox contacts list. Any way to change this, and
without changing for other OWA users?

As nice as OWA, there are still some gaping holes (IMO) with it, and access
to public contacts and public folders is one of it. I have not come across a
workaround for your problem. I generally tell my customers to only use OWA
as a last resort to review incoming emails and reply to those emails.

Otherwise, I set up remote users to use Outlook over HTTP if they are on
SBS2003.
