As nice as OWA, there are still some gaping holes (IMO) with it, and access
to public contacts and public folders is one of it. I have not come across a
workaround for your problem. I generally tell my customers to only use OWA
as a last resort to review incoming emails and reply to those emails.

Otherwise, I set up remote users to use Outlook over HTTP if they are on
SBS2003.
