Every time I reboot my SBS2000 server, the NetLogon
service fails to start. Also all associated Exchange
services fail to start. I have checked the dependant
services for NetLogon and it seems to rely on the
Workstation service and the server service. Both of these
services are starting fine. Any ideas?

You should look at the specifics of the error message for other hints, but
generally this would suggest a DNS related issue, or a problem with AD
itself. The hints to clarify this would be found in other errors reported,
as well as Event logs other than System and Application. As always, you
might also get hints about what is going on by determining when this issue
began to occur to look for the trigger change.
