On the folder's security tab, check out the options under Advanced. You can
customize the security so that settings apply to "this folder," "this folder
and files," "this folder, subfolders and files," etc. So, for example, you
could give users read and execute on the top-level folder, but a higher
level of access on the subfolders and files below. There's good windows
help on this - on the security tab, click the question mark and then click
the part of the screen you have questions about - the pop-up help will link
you to more info about the topic.
