I was using NTBackup (via the wizard) to back up the server to a hard drive
(drives/files, exchange store, and Systat state). About half way through it
stopped the backup, reporting no more space available, eventhough there was
still 27GB free (and it had only use about 4GB out of an estimated 10GB of
needed storage). Any ideas what might be going on? (file size limit?)

my guess -- bad tape. check your event log. then run a cleaning tape thru
your drive 5 or 6 times consecutively, then try doing a backup with a
different tape, then try it with the tape that failed.

I wasn't backing up to tape, but to a hard drive in one of the client PCs.
In the wizard is showed this as backing up to a file, which seemed right.
So I'm not sure what was going on, except about half way through it would
stop saying "the fixed media is full".

I think I discovered the problem. The target hard drive is formated in
fat32 which I think limits the file size to around 4GB. To go above this, I
need to convert it ntfs. I believe there is an option for doing this in
Windows XP. Is this safe to do?

FAT32 is not limited to 4GB, FAT is limited to 2GB but FAT32 can go alot
higher. I had a 27GB HD and was able to format in one partition with FAT32.
How much free space is available on the workstation?
Converting to NTFS has always been safe for me, even in the Windows Server
3.51 days. It is recommended to do a backup, of course.
