Users are currently setup so that their email box store is located locally.
I need to export that to the server somehow before or after I setup the POP3
connector that I am planning on implementing. I want their email stores to
be on the server if
possible.
Any suggestions?

If It's Outlook Express they were using with the PoP Acc
then from Outlook they can do a File > Import.
If It was Outlook the they can open the Local .pst file
and then Move/Copt the Folders/Contents to the Exchange
Mailbox.

Setup their mailbox, keep their personal folder there and manually move
everything to the mailbox.

It Doesn't.

Each User Logs on locally
Opens Outlook
Opens additional Local .pst file ( Old Email )
File > Open > Outlook Data File
Copies/Moves folders and/or contents to Exchange mailbox.
View > Folder list
Drag and Drop

Two comments to the above. Using Outlook File/Import and Export may allow
you to move the messages from the PST to the server mailbox more efficiently
than copying manually, especially for large mailboxes. The process should
be self-explanatory. Secondly, I would urge you to move or rename the PST
file immediately after moving a user's mailbox to the Exchange database.
You can end up with a real mess if an unwary user has both a server mailbox
and a PST active at the same time. (Once you're sure everything went well
in the move, you can delete the PST altogether).

You could probably use ExMerge to do this. If you copied each .pst file to
the server, then rename the .pst file to the name of the mailbox, then run
ExMerge telling it to import the .pst file into the exchange.
