This is a simple and complex question.
The simple answer is that your modem dials when either an application
directly uses it or when web bound traffic calls for that connection to be
raised. You can generally eliminate many things by disabling unneeded
services....but it sounds like you are looking for documentation.
Assuming that you are using the ISA firewall on the dailup, you should be
able to look at the ISA activity logs and see what site/ports or traffic is
going at that time.
One of the most difficult things to figure out is if a LAN client is sending
a request to connect. This you can generally isolate by disconnecting the
LAN from the server (at a convenient time) and looking to see what error
events are generated at workstations. Conversely, you look at the logs on
the SBS to see what traffic was related when the dial initiates.
