You may also have retention turned on for deleted mailboxes - I think it's
on by default. In that case, mailboxes are marked for deletion for 30 days,
then deleted. Check the properties of your private store for this setting.
(It shouldn't keep you from creating a new user and mailbox with the same
name, though).
