Jay,
Exchange was designed to run large email systems. In
order to provide a mechanism for replication to other
Exchange servers, when you delete a users mailbox it is
marked for deletion (tombstoned), not immediately
deleted. This is so the server has an oportunity to
replicated this deletion to other servers in the
organization. Obviously this is not an issue in an SBS
environment in most cases, but the architecture is the
same. The mailboxes will be deleted
automatically 'eventually'. However you may be able to
purge the mailbox in Exchange System Manager by right
clicking the mailbox and selecting purge.

PLS Help us help you by telling us what you've tried, not
that you've tried everything.
Thanks!
Chris

You may also have retention turned on for deleted mailboxes - I think it's
on by default. In that case, mailboxes are marked for deletion for 30 days,
then deleted. Check the properties of your private store for this setting.
(It shouldn't keep you from creating a new user and mailbox with the same
name, though).
